Abstract


The COVID-19 pandemic and the new war launched by the Russian regime against the Ukrainian democratic state has revealed new trends in various areas of society. These modern world trends have started the era of transformation and ecology of life. . Educational and library infrastructures have begun to change significantly the strategy for different types of communication. Spreading the growth of a form of distance learning and working remotely for workers in the educational and library community during the war and also during the coronavirus pandemic. This spurred academic institutions to more widely adopt open access resources. The prospects for the transformation of open scientific communication in an academic university are considered in comparison between Ukrainian and German libraries.
