The abstracts present current trends in the development, use, creation and dissemination of open educational resources, experience in the use of open educational resources (OERs). We rely on the potential and possibilities of creating and using open educational resources. The state and prospects of using electronic open educational resources in higher education institutions, requirements for the structural elements of OERs are described. Participation in the international grant project "The Creative Commons Global Network" is presented.
